Go's semantic import versioning requires v2+ modules to include the
major version in the module path. This enables using proper version
tags (v3.x.x) instead of pseudo-versions.

This PR touches functions used in templates. As templates are not static
typed, errors are harder to find, but I hope I catch it all. I think
some tests from other persons do not hurt.

Refactor setting.Database.UseXXX to methods ( #23354 )

Replace #23350 .
Refactor `setting.Database.UseMySQL` to
`setting.Database.Type.IsMySQL()`.
To avoid mismatching between `Type` and `UseXXX`.
This refactor can fix the bug mentioned in #23350 , so it should be
backported.
