Go's semantic import versioning requires v2+ modules to include the
major version in the module path. This enables using proper version
tags (v3.x.x) instead of pseudo-versions.

The pagination on the user dashboard sounds unnecessary, this will
change it to a prev/next buttons. For instances with around `10 million`
records in the action table, this option affects how the user dashboard
is loaded on first visit.

Remove two unmaintained vendor packages `i18n` and `paginater`. Changes:
* Rewrite `i18n` package with a more clear fallback mechanism. Fix an unstable `Tr` behavior, add more tests.
* Refactor the legacy `Paginater` to `Paginator`, test cases are kept unchanged.
Trivial enhancement (no breaking for end users):
* Use the first locale in LANGS setting option as the default, add a log to prevent from surprising users.
